It telcos take the second scenario noted, and "continue to stay stuck on the rocky road until the pain level gets higher," one might wonder where that pain level becomes a sign for a directional turn? Would it become the point where telcos realize they're way behind in serving customers or when they realize they lost an opportunity for saving money and have to scramble to move forward?

It's clear that "operational data silos are a major rock in the road" and as pointed out those middle managers don't want to be blamed for the problem that will be encountered moving forward with NFV. But, maybe the top execs may likewise be blamed for not investing in solutions sooner than later. Maybe the old expression to "make lemonade out of lemons" when things seem sour can be converted in the NFV world to "make Rocky Road Ice Cream" out of the rocky road?
