I really like the perspective of R&D set forth here. With agencies like this, organizations benefit because then R&D isn't just a silo. New ideas can easily be brought into the fold and looked at. It's a good method for research and development information sharing.

The New Beginning
Jeff Hannah has his work cut out for him in the new agency director role. As pointed out "standards have run amok, with more than three dozen organizations," working on virtualization standards. The New IP Agency should be soon able to cut through some of the problems and onward to workable solutions.
